IMPACT OF INNOVATIVE PROCESS ON THE ECONOMY GEORGIA (p. 35-40)

At the present stage ofthe country by using inovative policy three-traditional,implicit and eksplisituri model. Mastering the traditional model of innovation is associated with a relati­vely narrow solution: industry and research programs through special connections. Implicit mo­del inovation of aspiration followed by all government agencies to operate. It is not"visible"to the point that has to do with the state of the industry in the development of appropriate intervention.

Innovative politics of the models can choose between a favorable option, through which it will be able to transform its economic and social infrastructure through the utilization of inno­vations. Foreign countries developed innovative processes in Georgia and the current situation in our research we have shown that our country's innovation politicsshould be based on the rele­vant legal regulation mechanism, free competition conditions and intellectual property protec­tion, the standards process, their protection and industrial production quality control. It should contribute to the strengthening of ties between science and industry, venture capital firms that provide services and information about innovations market. The research identified the problems that hinder the development of innovative process in Georgia. At the end of the paper's recom­mendations, the implementation of which will help our country to conduct innovative politics.

INNOVATIVE ASPECTS OF COOPERATION BETWEEN GEORGIA AND THE EU IN THE ENERGY SECTOR (p. 41-45)

The article describes innovative energy development, described in the context of long cycles, appears today in a dual context: technological (increase effectively-sti existing processes, the emergence of fundamentally new tech-nologies and energy) and organizational (development of synergies, as well as Smart directions, management organizations and integrated innovation management systems). European energy policy has been high on the EU agenda in the past few years. The European Commission adopted two Strategic Energy Reviews on January 2007 and October 2008 proposing a number of strategic initiatives for a new EU energy policy. Most of the proposals in the two Strategic Energy Reviews have been translated into community legislation. However, in the Commission's view, the growing challenges of energy security, climate change, the urge to recover economic growth, the urgency of stepping up efforts to deliver the 20-20-20 objectives for 2020 and the need to move to a more sustainable energy path call for a new European Energy Strategy.

INNOVATIVE DEVELOPMENT OF FOOD INDUSTRY IN CONDITIONS OF INSTABILITY IN UKRAINE (p. 51-58)

The article examines innovative mechanisms for the effective development of food industry in Ukraine, which include the efficient use of raw materials base, logistics space of finished products consumption, natural conditions, as well as scientific and technical potential.

Key indicators that exhibit instability in production and business activities of enterprises and extremely low competitiveness on domestic and foreign markets of both the enterprises and the state as a whole have been analyzed. One of the main reasons for this state of the domestic economy is that the management processes in most industrial enterprises continue to suffer the burden of the old management principles.

The factors of integration into the global economy and the need to include these factors in addition to the factor of influence global processes, macro and micro levels have been concerned.

Analysis of the consumption basket of the average Ukrainian and clarifications about the need to promptly review and make changes to its structure have been suggested.

The idea that Ukraine has great potential for the implementation of the mechanism of innovations introduction in the food industry. Changing has been developed of legislation the system and institutional foreign economic activity management component are capable for giving a new impetus to the development of Ukrainian food industry.

The article investigates the phenomenon of innovation in today's realities and, above all, not so much in the context of a narrowly applied scientific importance in areas such as economics, political science, sociology, cultural studies, etc., but in a more general - theoretical terms. We describe the three main, in our opinion, the socio-cultural model of philosophical understanding of innovation processes: models of the Renaissance, Modern Times and the post-industrial stage of civilization development of the society. In article an attempt on the example of the relation of the humanity and practice to work to formulate problems of determination of its value is made. For a long time work is identified with a simple factor of production. Its price is in direct dependence on the benefit received by the producer. Basic distinctions between the capital, the earth and work are outside scientific interest so far. Importance social components, processes of socialization admits the basic at the verbal level. System researches of formation of human qualities, maintenance of high intellectual working capacity are practically not carried out. The state policy of innovative development of economy is carried out in the conditions of contradictions between intellectual and physical work. On the one hand, the innovation is a result of effective use of intellectual potential. And about other brainwork it is estimated below physical. The existing theory and practice of a salary strengthens the designated contradictions, slows down formation of human qualities which provide innovative development.

SOCIAL RESPONSIBILITY, AS A SIGNIFICANT FACTROR TO IMPROVE THE COMPETITIVENESS COMPANY - (p., 87-93)

The article explored and analyzed the theoretical and practical aspects of social responsibility, Highlights its role as a business, as well as the socio-economic development. It has investigated social responsibility of the current situation, as an European and American, as well as the companies; Various companies represented some measures reflecting the social responsibility, which in recent years has been carried out (implementing) in Georgia with the support of some company.

The paper also analyzes one of the forms the social responsibility - Charity. The most featured companies are identified, which now in Georgia implementing the activities by the charity direction and demonstrates the charity faulty points of the Georgian companies. Also it has been studied and discussed the main directions of the charitable activities of the West and the US example.

At the end of the paper, in the form of conclusions, the report states that while the market competition is high and it is growing daily, To maintain and further strengthen its position in the market, companies need to pay special attention to corporate social responsibility issues and problems, because the social responsibility gives trust and loyalty to the company as it is the guarantee of a successful and sustainable future.

Companies need to understand that to succeed they should be guided by the highest standards
of corporate social responsibility and carry out reporting to the public. Taking in to account the represented suggestions will promote social responsibility awareness.

All this will increase the tolerance of consumers and the competitiveness of businesses.

MODERN MOTIVATORS OF SUCCSSFUL MANAGEMENT - (p., 94-99)

The main challenge of the modern management is not only identifying the current changes into the business environment, but also foreseeing and conducting the correct reaction regarding to them. Changes are happening through different directions. Accordingly, the main reason of managers, willing to achieve success is to acquire the full information about all of positive and negative entrepreneurial circumstances and
combine them to the company`s strengths and weaknesses, to exercise the company`s adaptation towards the changes and to achieve the success as well.

In order to achieve the success, first of all, we have to define the success indicator of our
acting industry. Or what indicator implements success`s achievement through the industry and
what we should do for our company to have the best index of this indicator.
Here it must be said, that guessing the success`s indicator isn`t a problem. Defining it
is possible with an external observation of powerful rivals. But it`s far too hard to define, on
what kind of factors is based their advantage.

We suppose, that for success in the company, one of the important is human relations and all
of the motivators, which encourage the improvement of these relationships. Moreover, other
factors acquiring the competitive advantage (Making the high-quality production, Offering
the highest-quality consumer service, achieving less costs comparing with competitors, easy geographic location, production with better design, creating better image to the company) has no sense if the staff`s competence isn`t correctly applied. The point is, that during the recent decades in the company resource`s triad (human, material and financial resources) according to the company`s business environment, development aims and plans were changing each of their strategic meaning, but now, as the main source of company`s success is regarded the possibility of human resources. Truly there is no doubt in it, that implementing technological or organizational innovations bring the desired result only in that case, when the existed innovation is integrated and coordinated with staff policy.

For implementing the successful management, in our opinion, it is necessary, that the modern manager should be rational authority for the stuff; The manager should have ability to see the business strategy; There should be sharply increased factors of trust and respect between the manager and the staff; There is a need to ensure the staff with system motivation and being them as a group; It is necessary to create the relevant working conditions for staff, etc. because they represent the modern human, like person and accordingly the key motivators of their management.

So, when the case is about the company`s successful management, as a whole on principle it can be said, limiting the investments through human resource branch, ignoring the factors of trust and the respect, staff`s inappropriate motivation, decreasing the care on them and social vulnerability is returning like the boomerang towards the company`s development and its success.

The new business era has started a long time ago. Its cause is global competition, also the fastest development of the technologies, the unvarnished flow of information, values shift, etc. At the present stage, the only way for successful development of the business is complete orientation on the management of innovations and changes. At the end of the last century, the global political and economic transition, started in Georgia, caused important changes in the implementation of industrial, commercial and other economic activities. There was increased the number and volume of business firms and enterprises. What kind of corporate leader is the Georgian manager? To understand, there were interviewed various managers, working in enterprises in Shida Kartli, between them: “Gori Feeding Cannery Kula”, “Gori mill enterprise "Forte", now "Carmen", Gori apple processing plant, Mejvriskhevi factory, Ateni Winery, Gori University Dairy factory "Nebiera", “Samegobro" - Dried fruitprocessingfactory, Gori Central Hospital “Gormedi” and the Gori Municipality. According to the survey, there were identified problems chain, which hamper the Georgian managers to become successful corporate leaders. The time has come when it is necessary, the organizations and enterprises run by the top-level managers: seemingly modest, humble, less fussy, and at the same time, if necessary, courageous, hardworking, self-sacrificing her own organization, inwardly strong, strong will have people. People differentiating the best human qualities and aims to prevent that form not good, but for most organizationsfor which we will give appropriate recommendations at the end of the research.

THE INTEGRATION OF AGRICULTURAL SECTOR INTO THE GLOBAL ECONOMIC SPACE IN TERMS OF ORIENTATION ON FOOD SECURITY - (p., 111-120)

Significant consumer demand for fish and fish products in recent years contributes to the choice of ways for the development of the fishing industry as a component of the agricultural sector, which associated it with food. Such steps are currently being implemented through diversification of fisheries into the direction of aquaculture development with the simultaneous shift to full use of its potential in the context of globalization.

The work established that the operation of aquaculture for global food security, economic growth, hampered by a number of global problems. These include unsustainable management in the fisheries industry, differences in the utilization of natural biological resources, the use of inefficient methods of government and instruments of state regulation, failure to consider the priorities and rights of business entities engaged in fisheries production, and what makes it important to study in this field. The article describes the experience of Ukraine. Also investigated several national programmers for the development of the fishing industry. The adoption of a number of legal documents allows us to conclude that the Supreme legislative power of the country, the government appreciates the importance of the fishing industry in the development of food complex of the country, understand the need for the formation of state policy in this area in the future. Investigated previous experience of implementation of state programs, which showed that the budget did not provide the necessary level of financial support production of fish and fish stocking material.
During the study, we have studied the deficiencies of state programs for the development of fisheries, as was the attempt to support all producers, in particular inefficient and that distort competition, destroyed the foundations of the market environment, violate laws regarding the establishment of the state of equal conditions of access of fisheries to logistical and financial resources. Consequently, in the Ukraine budget policy regarding the fishing industry in recent years has been consistent enough, as in the implementation of the budget programs and the amount of funding they receive. The analysis suggests that within the budgetary program "Reproduction of water living resources in inland waters and Azov-black sea basin" is not fully agreed upon state fiscal policy with investment-innovative model of development. It is established that government funds go to the accounts of the households sector in the fourth quarter, which leads to the impossibility of carrying out reproductive works with mullets and sturgeon fish species which spawning occurs in early spring.

This work suggests ways to address technical errors in the «Order of issuance of permits for special use of water biological resources in fishery water bodies (their parts) or refusal to grant, renewal, issuance of duplicate and cancellation of the specified permissions». In this paper the developed proposals to the Draft decree of the Cabinet of Ministers of Ukraine «On amending item 3 of the Procedure for issuance of permits for special use of water biological resources in fishery water bodies (their parts) or refusal to grant», renewal, issuance of duplicate and cancellation of the specified permissions. In the development of proposals to the draft decree, during the study we proposed two alternative ways of achieving the above objectives: a) to leave the current legislation unchanged, but this method will lead to the conflict of law provisions and blocking of the permit and the implementation of the special use of water biological resources in the legal field; b) the adoption of the draft regulation will provide bringing the normative-legal acts in the field of fisheries with the requirements of the current legislation and will allow to resolve the existing conflict of law provisions. It is proved that under option 1, a decrease in budget revenues, due to the fact that fishing enterprises do not have the ability to carry out its activities. In addition, it reduces the number of entities, increases social tensions among economic entities. At the same time, under option 2, increase the costs associated with the administration of the regulatory process, public authorities and adoption of the draft resolution. According to the results of a study of alternative means of achieving the objectives of state regulation made the choice of an optimal alternative method based on a point system assessing the degree of achievement of goals.

The suggested price points to determine the four-point evaluation system to achieve certain goals, where: 4 - goals the adoption of regulatory act that can be fully achieved (the problem would not exist anymore); 3 - purpose of the adoption of the regulatory act, which can be reached almost completely (all the important aspects of the problem will not exist); 2 - goals the adoption of a regulatory act, which can be partially achieved (the problem is significantly reduced, some of the important and critical aspects of the problem will remain unsolved); 1 - purpose of adoption of regulatory act that cannot be accomplished (the problem persists).

TOURIST BUSINESS SHOULD BE DEFINITELY DEVELOPED AT THE LEVEL OF THE REGION TOO - (p., 134-138)

Developing tourism and its infrastructure in the regions of the appropriate potential is the main supporting factor for regional development in Georgia.Together with the state it is important to involve scientific institutions in working out activities that support tourist business.

In Imereti region together with the state structures educational institutions began an active participation in developing activities supporting tourism development.A clear example is that Kutaisi University made a tourist market research in the frames of grant inside the university and worked out a recommendation for the Kutaisi government. From February 2015 to August 1012 foreign tourists filled the questionnaire.

In order to make tourists stay longer and spend more in the region it is important to identify new tourist destinations and their popularisation, arrange international activities and festivals, improve the service and etc. While visiting Kutaisi the main tourist activities are the following: to see the nature, to taste national cuisine and to visit historical sights in the city and its surroundings. A tourist spends on average 150 -200 laris during the stay in Kutaisi mainly on accommodation and food.

Due to the research results a recommendation was worked out and offered to the Kutaisi government.

Sustainable tourisms provides fair distribution of incomes and expenses. Products of agro tourism should be exported to international market mainly by tour agencies because the population cannot afford direct marketing, financing the advertisement abroad or purchasing products on the internet. The existence of tour operation is necessary. Agro tourist product should be affordable because main motivation of rural tourism is a relaxation with les comport but environmentally clean and nice atmosphere.

In order to select villages and host for agro tourism tour agencies should have a list of necessary conditions after satisfying of which the specific house will be included in the list of accommodation means. These means include: Place safety, beautiful nature, landscape. It is desirable that the house and yard of the peasant had a national image and the following elements of infrastructure: separate sleeping-room, and a toilet. Foreign tourist pay a great attention to the existence of historical building and other sightseeing in the village. Informational – advertisement material should be prepared by taking consideration of foreign analogues

Benchmarking is crucial for the whole higher educational system as the method of searching for best practices that enables the achievement of the best results by learning from the others, using their experience and collaborating with them. To be appropriate to the educational system, research methodology includes external benchmarking and benchmarking of processes.

Benchmarking being a part of good governance principle in higher education is valuable research both in Ukraine and internationally (e.g. European Benchmarking Initiative). The benchmarking program boosts quality of Ukrainian higher education system, university strategic profiling and performance improving for ensuring the life-long-learning principles in Ukraine.

Georgia belong to number of those interesting countries, where on the small areas there’re is a natural diversity of different climate zones. In just a short amount of time a tourist can go from desert tu subtropics or tu swim in the sea and then go mountain-skiing. In recent years, government is bringing big attention for developing and maintaining ecological tourism.

Tourism has a great potential in developing Georgia’s economics. It helps the social-economic development of the regions of Georgia and improvement of people’s level of lifestyle. For the world’s tourism markets, Georgia is the fresh new, green direction. According to modern tendencies, tourists choose green countries because of their wildlife and ecologically clean environment. Despite the fact than Georgia has big ecological resources, practically there is not enough tourist products or important services.

On this level Georgia is on its new stage of development and this process is going in slow temps. The case that Georgia has a great tourism potential is not for arguing but this ancient country is new and undiscovered for many tourists yet.

On the basis of analysis of inner and outer factors which get in the way of tourism development, it is stated by the authors, that all means should be made to strengthen the weaker point/factors and to use the stronger sides for better abilities and potentials.

This work shows the opinions of the authors about the strategic directions for eco-tourism development in Georgia.

TELEMEDICINE AS A TOOL TO THE EFFICIENCY OF THE DIAGNOSTIC AND TREATMENT PROCESS - (p., 157-163)

The aim of this work was the disclosure of the role of telemedicine in health care as a new direction in the modern world. The objectives of my work include coverage issues such as trends in the world of telemedicine, the need for information standards in medicine, the use of videoconferencing in telemedicine, consideration of telemedicine as a tool to improve the efficiency of the diagnostic and treatment process, the possibilities of telemedicine technologies.

Telemedicine technologies are the most promising tool for improving the efficiency of work in medical institutions (MPI). To realize the benefits introduced by the use of telemedicine, it is possible only within the framework of the medical system, which has developed infrastructure:

• an integrated information system of medical institutions, based workstations, local area networks, databases and knowledge bases;

• operational communication systems with the necessary bandwidth and the possibility of access to the global communications network.

Regional Telemedicine Network (hereinafter referred to TMS) is designed to solve problems of diagnosis, treatment and rehabilitation, as well as the dissemination of knowledge and expertise among the medical staff at various levels. Thus, TMS is the basis for building a single information space, which brings together all the elements of the regional health system.

TMS integrates all types of healthcare institutions - central and regional governments, central, regional and district clinics and hospitals, medical academies and institutes, archives and libraries, and other health care facilities.

So, telemedicine - it is the direction to the junction of several fields - medicine, telecommunications, information technology and education. Telemedicine has been developed in many countries around the world, proved in practice to be highly effective, and has a comprehensive positive impact on the health structure, improves the quality of care and enhances general practitioners, primary health care.

In addition, telemedicine facilitate cooperation between healthcare organizations, it allows you to organize an effective system of training of medical personnel. Telemedicine priority development objectives were identified, among which are called standardization applied medical, computer and telecommunication technologies, development of information resources.

But the direction is quite new, especially in Georgia. Although it should be noted that every day there are more really good really working telemedicine systems and networks. But they need a lot more in order to solve the problems associated with high-altitude areas and fairly low-density population of Georgia. The best way - unification of efforts of telecommunication companies, health care managers, employees of medical institutions, experts on health insurance, medical research institutes, educational institutions and development companies in the field of telemedicine solutions. In the event of such a merger might prompt decision complicated medical, organizational, financial and legal problems. This association is necessary for the effective development of such promising areas as telemedicine.

First, inflationary phase, coinciding with the initial stage of economic reforms, the inflation impact on the banking sector in several directions.The second phase begins with the financial order, a reasonable monetary policy and financial stabilization. Third, in the credit boom phase, credit expansion is quite strong provocation of the banking crises. To propose to mitigate the negative effects of banking crisis gives organizational and methodical recommendations.

FOR BETTER UNDERSTANDING OF FREE MONETARY SYSTEM - (p., 175-180)

 

Since 2008 financial crisis Federal Reserve System has purchased vast sums of bonds - of $4, 5 trillion. For better perception of Q.E. programs, it should be mentioned that, total assets held by Federal Reserve until 2008 was less than $ 1 trillion.

As last researches of the CATO Institute show, there is no scientific evidences, which claims Q.E. programs impact on the real economic and employment. Amid of Q.E. programs failure, we see media campaign against physical cash. The official reason of “war on cash” is preventing criminal and terrorism by constraining financial support. 25-year investigation in 90 states showed that, there is very small amount of bribery and criminal cases where payments are made by cash, in most cases there are involved banks. Hence, we could have doubts about above mentioned reasons of a cash prohibition. Real aim of the campaign may be disguising inherent problems of current financial system and Q.E. interventions by applying negative interest rates on private deposits, for forcing investment and growth. It will be one more populistic monetary experiment (after Q.E. failure) for saving fractional reserve banking and fiat money system which finally breaks principles of free market.

Instead of translocation an existing financial system into digital environment, we can discuss different reality, another way of the evolution, which was explained in 1992 by Milton Friedman „The Island of Stone Money“, The population of Yap uses big round stones (heavier than a car) as a money. Stones are collected in the remarkable place and according to trade results, part of stones change an owner, but location of stones remain the same. Beyond the external forms, this is an example of free monetary system, which is operating without any central authority and monetary interventions. Anonymous programmer with nickname Satoshi Nakamoto solved the problem of external forms in 2009, by creating of bitcoin.

Now Mankind is on the crossroad of strategic importance, it will remain in the inherently incomplete monetary and financial system of fiat currencies or it will build a free monetary and financial system according core principles of bitcoin ecosystem, where populist politicians will not have a power and ambition to plan GDP, inflation and other growth rates.

Performance and liquidity are the two areas, on which financial analysts most focus. The article dealt with the explanation of potential relationships between performance and liquidity measures and conclusions derived from these relationships. After theoretical analysis computations were performed for two industries – ISIC 28 - Manufacture of fabricated metal products, except machinery and equipment and ISIC 31 - Manufacture of electrical machinery and apparats. The results of these computations in most cases confirm the hypotheses suggested by the theory.

Elaboration and realization of the State Investment policy is one of the most important directions in economical reforms for Georgia, as an independent state oriented on the market economy. This fact will promote states economical growth and effectiveness.

Foreign investments will make essential effects on states economical transformation; will improve Georgia’s economical distorted structure; will make high teq enterprises; will reform basic funds and many enterprises; will use country’s most qualified specialists; will introduce innovations; will fill the local market with national production.

Nowadays, investments are the most realistic levers for the country to overcome the crisis and enter the revival period after a long depression; the fact that government has made the steps towards investment process activation in last period means that the above mentioned was well analyzed and understood by the government.

From the point of view of foreign experts the overall investment climate in Georgia is quite profitable, but there still are serious difficulties in financial risks; some errors in tax code and insurance fields that partially impede the foreign investment inflow. On the other hand Georgia is quite attractive market for the foreign investors depending on the business climate indicator; country has enough market potential, as well as native and labor resources.

In order to promote foreign investments in Georgia’s priority spheres, it is advisable to use financial-credit and tax stimulus, as well as non financial methods; for example making a comfortable and goodwill atmosphere for the foreign capital functionary with all the information, management services, transportation; different types of communication; banking services and all the elements of market infrastructure.

THE END OF CHINA’S ONE-CHILD POLICY - (p., 209-214)

The leaders of China, which represented the country with the largest population in the world, in early 1980s created a state systemic policy, which aimed to regulate the growth of the population of the country and the name of the policy was: One family-one child. This was in the modern world the biggest and the longest demographic regulation process on the state level, which realization continued 35 years. By using of administrative and economic methods, it was possible to stop the uncontrolled growth of china’s population; it helped regulation of birthrate, growth of an average age for marriage, increase of educational-hygienic knowledge, women’s broad involvement in economy. Although this process was followed by increase of negative factors, such as-population’s aging, deficit of workforce, imbalance between the genders, especially in the fertile years.

Because of all these factors, the mentioned policy was declared finished in October 2015 and China was switched to more liberal model of social-demographic development.

FACTORS AFFECTING THE PROVISION OF THE STATE PENSION SYSTEM - (p., 215-219)

 

“Common Public Welfare” is the basic service, provided by the country, which is delivered equally to all the members of society and does not exclude assumption from their side, about which part of society gets mostly the right for this type of public social welfare. (Defense, Health Care and other services, provided by the state in different spheres).

The main object of social welfare in this topic is the process of reforms taking place in the state pension system. State pension system provides all the pensioners as well as the people waiting for being pensioners, with the monthly minimum wage, in order to ensure their minimal means of subsistence. Besides the fact of raising pension amount, inaction of differentiate principle of pensions is taking place, which is the result of the lack of social security fund, inflation processes, the reduction of population, dating from the 90s of the 20th century, which are caused by the high mortality indicator, low indicator of birth-rate and migration processes. For reducing all the above mentioned processes, it is important to stimulate birth-rate, to reduce mortality and implement an active demographic policy.

Thus, the country's demographic development, migration and natural population movement has an important impact on the socio-economic development, what about social factors, it is directly related to the pension system, the problem facing not only Georgia, but many other developed country.

The transition to market economy reduced state support on governing social-economic process and some extent, the burden imposed on business, but business was completely unprepared for it and still a policy of social responsibility is not realized as well as in the developed countries. In the work for study of the CSR question it is established the essence of social risks and it is identified the risks, which must be managing by the business and the government should be run too. In all time the business subjects were caring about their welfare, only economic benefits were perceived as the aim of activities from them. Rate of social return, which reflects the social costs are not monetarism   and therefore it is not interesting for business. On the bases of “egoism “and “intelligent egoism” theories, it is explained the directions of social responsibility policy, the article deals with social responsibility of the banking sector and it is formulated the recommendations on the bases of taken measures.
